How would I move to Paris, France? No Rude Comments Please?

Like finding a house, car, job etc... see I want to live in Neuilly-sur-Seine and I have found some houses but the thing is that I have heard you need several months of proof of income... I know there is a French emby here in America but what would be the process of moving there and becoming a French citizen?
