Trying to locate Jessica Amber Fey from Hanover, Ontario, Canada?

My granddaughter was taken from U.S. illegally by her mother and can't find where she is at. My son has court ordered full custody from U.S. court. Mother's maiden name is Melanie Miller (her parents live in Hanover, Ontario, but don't know where she is now living, and her parents won't help). Jessica will be 5 years old in July. U.S. government officials will not help due to son's attorney not filing a doent "Hague Treaty" before the divorce proceedings, so it was an error on the attorney's part. Has anyone seen her or know where she is at?
