Do i need an attorney to modify child support in oklahoma?

my husband and i are divorced there are two children. one child has turned eighteen. do i need an attorney to modify child support? My son is on medicaid, DHS has contacted my husband and told him that he needs to pay them the child support directly because Sean is on medicaid. Can they do this?
