Help! Should I call DHS (Child Services)????

I have a friend who isn't taking care of her 10 month old baby. She allows anyone to watch the baby. She s the baby, and hits the baby on the hand multiple times when the baby is just being a baby. She feeds the baby grown up food, like hot dogs and pizza. She doesn't have a crib for the baby yet. And everything she buys for the baby is second hand (when she can afford new stuff). She doens't have any toys for the baby and when I offer some to her she NEVER takes them. If I watch the baby, my firend will send over a bag with the nessecities besides the toys to stimulate. What should I do????
