Why would god send "rogues" to hell forever instead of destroying them?

if he can create a soul it is reasonable to ume he can destroy one. For what ever reason a soul would be destined for hell, instead of sending them to hell to burn and suffer forever and ever, why not just destroy them quickly and painlessly. Seems like a better alternative, considering god is supposed to be merciful, kind, and loving.
