Can you keep two baby bearded dragons together?

I just got two baby bearded dragons from Petco and was wondering if its ok if I house them together. I've heard yes and no. I heard two females are ok. Then I heard you shouldnt house them together regardless of gender. I dunno they are both eating and acting normal, they do wave at each other, which i know is a sign of submission. So does that mean they are both sayin they dont want any trouble? Its gonna be a hle if I have to seperate them, cause I will have to buy mor elights and another tank but I jsut want them to be healthy and grow strong so I'll do whatever it takes. Give me your thoughts. Also is there a way to them when they are babies? they are only about 7-8inches long.
